The Upper Delaware River Thermal Mitigation Bank: Cold Water in Reserve to Protect Wild Trout
Every Upper Delaware tailwater angler knows the uneasy rhythm of a summer heat wave. Air temperatures climb, night time cooling fades, and the river warms mile by mile below the NYC Delaware basin reservoirs. By afternoon, water that felt comfortable near the release can become dangerously warm farther downstream.
That is the problem the Thermal Mitigation Bank, established through the 2017 Flexible Flow Management Program (FFMP), was designed to address: reserving cold water for targeted releases when Upper Delaware trout need it most.
What Is the Thermal Mitigation Bank?
The Thermal Mitigation Bank is a dedicated quantity of reservoir water (2500 cfs) that can be released to help control high summer water temperatures in the Upper Delaware tailwaters. The bank refills on June 1 and expires on May 31 every year. Unused water does not roll over into the next year. Cold water is released from the lower levels of New York City's Delaware Basin reservoirs, principally the Cannonsville Reservoir on the West Branch and occasionally from the Pepacton and Neversink Reservoirs. Because deep reservoir water remains colder than surface water, an increased release can provide thermal relief downstream.
This is not a standing minimum-flow requirement. The bank provides additional cold water during forecast thermal emergencies, when ordinary releases may not be sufficient to protect the fishery.
Why 75°F?
Trout are cold-water fish. They generally thrive below about 68°F, become increasingly stressed as temperatures rise, and may face lethal conditions around 75°F, particularly when exposure is prolonged or dissolved oxygen is low.
The goal of thermal management is therefore not to wait until fish are severely threatened. It is to use forecasts, river gauges, release capacity, and available bank water to prevent critical sections of the river from reaching or remaining near dangerous temperatures.
The NYS Department of Environmental Conservation administers the Thermal Mitigation Bank and has unilateral authority to order thermal releases from the reservoirs when they predict water temperatures will meet or exceed 75 degrees F at the USGS gauge in Lordville, NY. This is a vast improvement over previous procedures which required unanimous (and often time consuming) approval from all five FFMP Decree parties (NY, PA, NJ, DE, and NYC) before a thermal release occured.
It’s important to note that gauge levels below 75°F should not automatically be treated as safe fishing water. Seventy-five degrees is a danger threshold, not an angling target.
Prevention Works Better Than Emergency Response
Cold-water releases do not cool the entire river instantly. Water needs time to travel downstream, and its cooling effect changes with air temperature, sunlight, tributary inflows, river volume, and release timing.
That is why forecasting is central to the Thermal Mitigation Bank concept. Potential stress events can be identified through current river conditions and weather forecasts, allowing managers to release cold water before the worst temperatures arrive. A properly timed release can improve the duration of cooler conditions, enlarge cold-water refuge, and help the river recover overnight.
Why Anglers Should Care
The West Branch, East Branch, and upper main stem of the Upper Delaware benefit from bottom releases from New York City's reservoirs, creating the tailwater environment that supports wild brown, rainbow and brook trout.
Without adequate cold-water releases, portions of the river can become unsuitable for wild UDR trout during summer heat. The Thermal Bank therefore protects more than individual fish. It helps support:
Wild trout populations that have made the Upper Delaware nationally known.
Cold-water habitat extending downstream from the reservoirs.
Aquatic insects and other organisms on which trout depend.
Guides, fly shops, lodging businesses, and restaurants connected to the fishery.
Future fishing opportunities after the heat wave has passed.
How Does the Thermal Mitigation Bank Work?
The Thermal Mitigation Bank is administered by the NYSDEC in Albany. Their job is to monitor and predict various factors such as approaching heat waves, cloud cover, nighttime temperatures, reservoir releases and river flow rates, and precipitation. When water temperatures at the USGS Lordville gauge are anticipated to reach 75 degrees F, the NYSDEC will call for a thermal pulse calculated to prevent exceedances of the Lordville temperature target. Thermal releases typically start at night to take advantage of cooler air temperatures. They usually come from the Cannonsville Reservoir to more efficiently maximize coverage of the tailwater system but can also come from the Pepacton and Neversink reservoirs. The amount of water used is then debited from the thermal bank through the course of the year. Since the inception of the Thermal Bank in 2017, NYSDEC has been remarkably accurate and efficient in its use of thermal water and the bank has never been depleted.
The Thermal Bank Is Not a License to Fish Hot Water
Reservoir releases can reduce thermal stress, but they cannot make every reach safe under every condition. A cold release warms as it travels downstream, particularly during sunny, humid weather with high nighttime temperatures.
Anglers remain part of the conservation system. During hot weather:
Carry a stream thermometer. Measure the water where you are actually fishing, not at a distant gauge or boat launch.
Fish early and stop early. The morning reading does not guarantee safe conditions later in the day.
Use 68°F as a caution point. Trout are already under increasing stress before the river approaches 75°F.
Stop fishing for trout when temperatures reach about 68°F. Many conservation-minded anglers use this practical cutoff rather than waiting for visibly distressed fish.
Move to a warm-water fishery. Upper Delaware smallmouth bass provide excellent summer fishing and tolerate warmer water better than trout.
Land fish quickly. Use tackle strong enough to avoid exhausting them.
Keep trout in the water. Minimize handling and skip the photograph when conditions are marginal.
Do not crowd thermal refuges. Cold tributary mouths and spring-influenced pockets may be essential survival areas.
Responsible angling complements the Thermal Bank. Managers can release cold water, but anglers control whether already-stressed trout must survive an additional fight.
A Shared Investment in the River
The Thermal Bank grew from years of advocacy, technical analysis, interstate negotiation, and recognition that the Upper Delaware's environmental needs deserved a defined place in reservoir management. It operates within a larger system that must also account for drinking-water supply, drought, flood concerns, downstream flow objectives, and other interests in the basin.
That complexity is precisely why dedicated thermal water matters. Without an identified reserve and an operating protocol, relief may depend on improvised decisions after dangerous conditions have already developed.
For anglers, the takeaway is straightforward: the Thermal Bank gives the river a better chance during heat waves, but it does not replace judgment on the water. Check current temperatures, understand where the gauge is located, watch overnight conditions, and be willing to leave the trout alone.
